C01 · Player safety & equipment

C02 · Coin toss & start

Referee conducts coin toss; first possession determined by toss; offense begins at its 5; possession switches at halftime.

C03 · Downs & midfield

Four plays to cross midfield; after crossing, four plays to score.

C04 · Failure to cross midfield

If offense fails to cross midfield and does not declare a punt, opponent takes over at that spot.

On 4th down offense may declare a punt; no kick occurs; possession changes and opponent starts at its 5.

Interceptions are returnable; next possession begins where return ends. Conversion interception must reach opposite end zone to score selected point value.

Two 20-minute halves; five-minute halftime; clock stops only for timeouts and official discretion; one 30-sec and one 60-sec timeout per team per half.

C08 · Play clock & delay

30-second play clock once ball is spotted. One warning per team; later delay = 10 yards + loss of down.

C09 · Scoring & conversions

Rulebook

TD 6; 1 point from 5 and pass only; 2 points from 12 run or pass; safety 2.

C10 · Quarterback cannot run

QB cannot run. Prototype enforcement assumption: dead/penalized from previous spot, 5 yards + loss of down. Must be confirmed by league.

Enforcement provisional; confirm with OSAA before real deployment.

C11 · Pass-only zones

Pass-only zones 5 yards from each end zone and 5 yards on either side of midfield. Ref should announce zone. Illegal run = 5 yards + loss of down.

C12 · Handoffs, laterals & pitches

Rulebook + manager clarification

Laterals/pitches only behind LOS; no stated/assumed limit. Handoff removes 7-yard rush restriction.

C13 · QB after relinquishing ball

Manager clarification

After handing/lateraling ball away, original QB may become a receiver and otherwise participate legally.

C14 · Forward-pass restrictions

Rulebook

Forward passes including shovel passes must be received beyond LOS. Pass from beyond LOS makes play dead. Illegal forward pass received behind LOS = 5 yards + loss of down.

C15 · Seven-second pass clock

Rulebook + manager clarification

Original QB has 7 seconds while possessing ball. If not thrown in time: dead + loss of down. Clock disappears once QB relinquishes possession.

C16 · Receiving & motion

Rulebook

All players eligible; one player in motion; cannot move forward toward LOS at snap; one foot in bounds for catch.

C17 · Dead-ball situations

Dead on flag pull, out of bounds, TD/safety, pass from beyond LOS, knee down, or flag falling off. Spot accidental flag loss where flag fell.

C18 · No fumbles

No live fumbles; play dead where ball hits ground; offense retains possession.

C19 · Seven-yard rush rule

Rulebook + manager clarification

Any immediate rusher must start at least 7 yards back; any number may rush. Defenders closer than 7 cannot cross until handoff.

C20 · Lead/no-blitz rule

When mercy no-blitz threshold applies, defense cannot cross LOS until handoff. Exact threshold wording is inconsistent ('more than 21' in PDF vs 'up by 21' clarification); prototype questions avoid exact-boundary cases.

Avoid exact 21-point boundary until league confirms threshold wording.

C21 · Blocking & screening

No intentional blocking or screening. After ball crosses LOS, offensive non-ball-carriers must stop. Incidental stationary positioning is judgment-based.

C22 · Penalty enforcement

Know common yardage/down consequences; defensive automatic first down creates a fresh set of downs; half-distance near goal.

C23 · Sportsmanship & ejections

Trash talk: warning then ejection. Serious acts can mean immediate ejection. Officials may stop game/eject and should escalate threatening behavior.

C24 · Own the call

League training emphasis (manager clarification)

Be loud, decisive, visible: strong signals, clear verbal calls, announce pass-only zones and penalties.

C25 · Overtime

Rulebook + partial manager clarification

Each team gets an opportunity; exact procedure after both possessions remains imperfectly documented.

C26 · Administrative details

Rulebook

Coaches may be in huddle; substitutions on dead balls; 5-min grace before forfeit; playing-time and field-size notes.

Provisional questions (4)

  • Q037 (C10) — The quarterback takes the snap and immediately runs across the line of scrimmage with the ball. Is that legal?
  • Q038 (C10) — The quarterback illegally keeps the snap and runs 25 yards. Under the prototype enforcement, what happens?
  • Q039 (C10) — The quarterback takes the snap, never gives the ball to another player, and scrambles forward for a first down. What is the ruling?
  • Q040 (C10) — The quarterback hands the ball to a teammate, then later catches a legal forward pass and runs. Does the 'QB cannot run' rule make that automatically illegal?

These use working assumptions, not confirmed written OSAA rules, and must be verified with the league before publication.
